Yerjan Babakumarov directs aid towards assisting single mothers facing hardship

In a meeting held at the House of Hope on December 26, 2020, Deputy Akim of Almaty, Yerzhan Babakumarov, chaired a city patronage council meeting. The focus of the meeting was on finding ways to assist single parents in difficult life situations.

The meeting was attended by representatives of the city's education and public health departments, among others. The relevant departments and district akimats were tasked with taking measures to support employment, ensuring access to educational services, and medical services for single parents.

Social Support

One of the key nationwide programs preventing mothers from abandoning newborns is the Mom’s House project. This project operates 20 centres across Kazakhstan, including Almaty, offering direct social intervention and assistance to mothers at risk. The project benefits many single parents indirectly.

Healthcare Services

Kazakhstan has improved maternal and child health outcomes through the Analar Saulygy initiative (Maternal Health), which includes pregnancy preparation, expanded screenings, fetal diagnosis, and fetal surgery development. Health digitalization efforts include electronic health passports for children and proactive digital notifications for pregnant women, aimed at enhancing care quality and accessibility. Specialized facilities support women from remote regions, potentially aiding single mothers.

Educational Services

In 2025, there was a substantial expansion of student grants and scholarships, with over 93,000 students receiving funding. This includes state and locally funded scholarships, benefiting children of vulnerable families, including single-parent households indirectly. New dormitories are being built in Almaty to provide student housing, helping reduce financial and logistical barriers for students from all backgrounds.

The government is introducing vocational education programs free of charge, with targeted admission tied to guaranteed employment, supporting young single parents seeking to improve employment prospects through education.

Employment Support

While there is no specific mention of programs exclusively targeting single parents for employment, the emphasis on vocational education and guaranteed employment through enterprise-sponsored admissions suggests a pathway for single parents to gain job skills and secure employment. The social protection agency supports vulnerable groups, and programs like Mom’s House offer social and psychological support enabling mothers to maintain employment and family stability.

The House of Hope, which has been in operation since its establishment, focuses on the physical, psychological, and moral-spiritual development of the children it cares for, from birth to 7 years old. It provides conditions for nurturing and obtaining preschool education.

Since its establishment, the House of Hope has trained 604 students, offering a nurturing environment for children in difficult circumstances. The meeting was reported by Almaty.tv, highlighting the city's ongoing commitment to supporting single parents and vulnerable families.
