Riverside activities in the Rhine, Cologne, are now forbidden

The city of Cologne has implemented a ban on swimming in the Rhine, effective immediately. This decision was made by the city council at the beginning of September, following an amendment proposal from the Greens, SPD, FDP, Left, and Volt.

The Rhine swimming ban is a part of the Cologne city ordinance, which came into effect on September 17, 2025. The ban aims to reduce the risk of drownings, as ten people have tragically drowned in the Rhine in North Rhine-Westphalia this year alone.

Visitors are only allowed to wade knee-deep in the Rhine. Going deeper into the water is prohibited. This regulation is enforced by the Ordnance Service, Water Police, and Rhine Shipping Police. The responsible organization for the implementation and monitoring of the ban is not explicitly named, but city authorities in cooperation with actors such as the DLRG (German Life Saving Association) are involved in the regulation and enforcement process.

Ralf Mayer, head of the Cologne Ordnance Office, emphasizes that his staff will initially approach people and talk to them, before resorting to fines. Visitors found violating the ban can expect fines of up to 1,000 euros.

Cologne is not the only city taking such measures. Düsseldorf, Neuss, Meerbusch, Krefeld, and Dormagen have also implemented similar bans. The Rhine promenade in Cologne-Rodenkirchen, a popular summer destination, is affected by this ban.

Despite the ban, certain water sports and events approved by the city of Cologne remain permitted. The city plans to initially educate violators, with fines to follow if the ban is repeatedly violated.

This move towards a safer Rhine is a significant step towards ensuring the well-being of its visitors and residents. As we move forward, it is crucial to remember the importance of adhering to these rules for the sake of everyone's safety.
