To make this happen, Almaty has put together a dedicated Telemedicine Center. As Nadyrov explained, this center is on a mission to provide virtual consultations and keep track of patients exhibiting signs of, or confirmed cases of, COVID-19.

"This is a centralized COVID-19 treatment hub offering video chats with docs," Nadyrov elaborated, "The center's software will interface with the medical information system, with the telemedicine center doc assessing the patient's situation, prescribing medication, and updating the patient's electronic records."

Another vital role of the center includes keeping tabs on patients under outpatient care, checking they stay home and follow treatment protocols. If any home-quarantine breaches are detected, a signal gets sent to the Quality and Safety Control of Goods and Services department, with fines issued based on the city's chief sanitary doctor's decree. For repeat offenders, isolation in one of the city's COVID clinics becomes the next step.

"We're focused on limiting infection spread," Nadyrov concluded, "Home quarantine violations increase the risk, so fines and isolation are crucial enforcement measures."
