Addressing Physician Shortage in Saxony-Anhalt: Subsidies Ease but Challenges Remain
Saxony-Anhalt, a German state currently grappling with a shortage of medical professionals, has turned to subsidies as part of a broader strategy to alleviate the issue. The subsidy program, introduced a year ago, offers financial incentives for medical professionals setting up or continuing practices in regions experiencing or anticipating shortages.
Initial results from the Association of Statutory Health Insurance Physicians (SHI) in Saxony-Anhalt indicate that the measure has helped to eliminate or mitigate supply gaps in several areas. By April 30, 2025, around 950,000 euros, or approximately 38% of the total fund, had been disbursed. Additionally, an additional 290,000 euros have been approved for new practice openings.
Areas expected to see improvements include eye care in the Altmark region, pediatric care in the Börde region, and various areas of general medicine. Beneficiaries include two eye doctors in the Stendal district, 24 general practitioners in Bernburg, Köthen, Osterburg, Salzwedel, Sangerhausen, and Zerbst, among others. Two pediatricians and two child and adolescent psychiatrists have also received funding.
Out of a total of 45 applications submitted, 29 were approved, with the remaining applications either withdrawn or rejected due to not being within the designated funding regions. The subsidy, while providing initial relief, only represents a small step in addressing the broader challenges the region faces.
The state committee of doctors and health insurance companies in Saxony-Anhalt established the foundation for the subsidy, with a total of 2.52 million euros available until June 30, 2026. The SHI of Saxony-Anhalt and health insurance companies each contribute half. Specialties eligible for the subsidy include general practitioners, eye doctors, ENT specialists, pediatricians, neurologists, and child and adolescent psychiatrists.
Despite these efforts, a projection by the SHI suggests that around 520 positions may remain vacant in five years, more than double the current number. Roughly 300 of these are anticipated to be general practitioner positions, as approximately a third of doctors are expected to retire by 2030, which translates to nearly 1,180 doctors in total.
