To offer some context, the contract with the contractor was signed almost a year and a half ago, in December 2023. According to the deal's terms, the estimated 30.977 million ruble construction, consisting of drainage system reconstruction, water supply and ventilation system upgrades, electrical lighting installation, and architectural planning, was due to be completed by the end of March 2025.
It's important to note that OOO "Instroi", established in 2013, boasts some recognition in the region as a construction and renovation company working for several medical organizations in Omsk. As per "SuperOmsk"'s statistics, the firm has secured approximately 253 million rubles worth of contracts with medical organizations since 2018.
An interesting tidbit is that earlier in 2025, an arbitration court issued a ruling to annul the contract with Hleborob, the "Instroi" owner, over a Family Healthcare Center built in the Gorky district of Omsk in 2023, requiring him to return the contracted sum.
