Nitrous Oxide Crackdown for Minors in the Making

Get ready for a shake-up in the nitrous oxide scene, as the federal government is eyeing restrictions on its sale, particularly targeting minors. Health Minister Nina Warken (CDU) is spearheading this movement, aiming to safeguard the younger generation. Under her proposed draft bill, it'll be forbidden for minors to acquire, possess, or even buy nitrous oxide online or from self-service machines.

A word of warning from Warken already - nitrous oxide isn't a harmless joke, it's dangerous, especially for kids and the young. The draft, which has found its way to the German Press Agency, warns of potential consequences from intense, sudden use. Inhaling straight from a cartridge could lead to frostbite, thanks to temperatures plummeting as low as -55 degrees Celsius. Over-zealous inhalation can also damage lung tissue due to excessive gas pressure.

Nitrous oxide, also known as dinitrogen monoxide (N2O), is gaining traction as a party drug these days. People inhale its euphoria-inducing properties, formerly used as a mild anesthetic for anxiety and pain relief, through balloons. Warken isn't the first to propose a sales ban, her predecessor Karl Lauterbach (SPD) had one in the pipeline, but it never saw the light of day. Some cities and states, however, have taken it upon themselves to impose their own regulations.

The draft also targets gamma-butyrolactone and 1,4-butanediol, known as knock-out drops that can be added to drinks. After a few minutes, victims may feel dizzy and lose consciousness, giving perpetrators an opportune moment to commit sexual offenses or rob them. The proposed draft aims to ban the use of these substances for new psychoactive substances, based on specific quantities.

Exemptions will still be in place for nitrous oxide cartridges filled with up to eight grams, used for whipping cream, and ready-made whipped cream. Because these chemicals are employed for other purposes, sales bans will come with exceptions.

The draft now heads for further government consultations and awaits approval from the cabinet and the Bundestag. New regulations are set to come into effect three months following their announcement, allowing for industry preparations and age verification systems to be setup.
